Martin Dempsey indicated that “international permission,” rather than Congressional approval, provided a ‘legal basis’ for military action by the United States.Senator Session takes Defense Secretary Leon Panetta to task. Panetta ends up looking like a complete moron as he tries to justify asking foreign permission for military action, but not Congressional.
