Al Gore says climate change bill will "drive change through global governance"

In Al Gores now famous speech invoking the spirit of Churchill in the battle against climate change, there was this little reported gem.
Al Gore said,

“But it is the awareness itself that will drive the change and one of the ways it will drive the change is through global governance and global agreements.” (accent is mine)
